In Kazakhstan, every citizen can receive free medical care. This is called the guaranteed volume of free medical care (guaranteed volume of free medical care).
List of guaranteed volume of free medical care
Resolution of the Government of the Republic of Kazakhstan dated October 16, 2020 No. 672
The guaranteed volume of free medical care includes:
Ambulance in the manner determined by the authorized body.
Ambulance with the involvement of medical aviation, provided by:
1) if it is impossible to provide medical care due to the lack of medical devices and (or) specialists of appropriate qualifications in a medical organization at the location of the patient;
2) if necessary, the delivery of specialists of the secondary and tertiary levels of medical care to the destination;
3) for transportation of a patient to medical organizations of the secondary and tertiary levels of medical care in case of impossibility and ineffectiveness of the provision of medical care at the location of the patient;
4) for transportation of organs (parts of organs) and (or) tissues (parts of tissue) for subsequent transplantation to the appropriate medical organization.
Primary health care (hereinafter — PHC), including:
1) diagnosis, treatment and management of the most common diseases;
2) preventive examinations of target population groups (children, adults);
3) early detection and monitoring of behavioral risk factors for diseases and training in the skills to reduce the identified risk factors;
4) immunization;
5) formation and promotion of a healthy lifestyle;
6) measures to protect reproductive health;
7) observation of pregnant women and observation of postpartum women in the postpartum period;
8) sanitary-anti-epidemic and sanitary-preventive measures in the foci of infectious diseases.
Specialized medical care on an outpatient basis in the manner determined by the authorized body:
1) prevention and diagnosis of HIV infection and tuberculosis;
2) services for injuries, poisoning or other emergency conditions, including services of a mobile brigade for diseases that cause a worsening of the epidemiological situation in the country and in cases of suspicion of them for persons who are not consumers of services in the system of compulsory social health insurance (hereinafter referred to as the OSHI );
3) diagnostics and treatment for socially significant diseases according to the list determined by the authorized body;
4) diagnostics and treatment for chronic diseases subject to dynamic observation, according to the list and in the manner determined by the authorized body.
Specialized medical care in hospital-replacing conditions in the manner determined by the authorized body:
1) treatment for socially significant diseases according to the list determined by the authorized body;
2) inpatient services at home for diseases that worsen the epidemiological situation in the country and in cases of suspicion of them for persons who are not consumers of services in the compulsory health insurance system;
3) treatment for chronic diseases subject to dynamic observation, according to the list and in the manner determined by the authorized body.
Specialized inpatient medical care provided by:
1) when isolating persons who were in contact with a patient with an infectious or parasitic disease posing a danger to others, as well as bacteria carriers, virus carriers and persons with suspected infectious or parasitic disease posing a danger to others, according to the list determined by the authorized body;
2) in the treatment of infectious, parasitic diseases and diseases that pose a danger to others, according to the list determined by the authorized body;
3) in an emergency form for persons who are not consumers of services in the compulsory health insurance system, including carrying out medical and diagnostic measures in the admission department of a 24-hour hospital, according to the list determined by the authorized body;
4) in a planned form according to the list of diseases approved by the authorized body.
Medical rehabilitation:
1) in the treatment of the underlying disease;
2) patients with tuberculosis.
Palliative medical care according to the list of diseases determined by the authorized body.
Provision of blood products and blood components in the presence of medical indications in the provision of specialized medical care in inpatient and inpatient conditions in accordance with the nomenclature of blood, its components and blood products, determined by the authorized body.
Pathological diagnostics in the provision of specialized medical care in outpatient, inpatient and inpatient conditions.
Preparation of a posthumous donor for the removal of organs (parts of organs) and (or) tissues (parts of tissue), removal, conservation, procurement, storage, transportation of organs (parts of organs) and (or) tissues (parts of tissue).
Sending citizens of the Republic of Kazakhstan for treatment abroad and (or) attracting foreign specialists for treatment in domestic medical organizations according to the list of diseases determined by the authorized body.
Provision of medicines, medical devices, specialized medicinal products, immunobiological drugs in the provision of:
1) ambulance, as well as specialized care, including high-tech medical services, in inpatient and inpatient-substituting conditions in accordance with the dosage forms of healthcare organizations;
2) PHC in accordance with the list of diseases against which preventive vaccinations are carried out;
3) PHC and specialized medical care on an outpatient basis in accordance with the list of medicines and medical devices approved by the authorized body for free and (or) preferential provision of certain categories of citizens of the Republic of Kazakhstan with certain diseases (conditions).
